Understanding CFSS Services at Folks Home Care
What is CFSS?
Community First Services and Supports (CFSS) is a Minnesota program that helps people with disabilities or ongoing needs live more independently.
- Services can be provided at home or in the community
- Focus is on helping people participate in everyday life
What Does CFSS Cover?
CFSS covers the same main areas as PCA services:
Activities of Daily Living (ADLs)
Help with basic personal care:

- Bathing
- Grooming
- Transferring (moving from one place to another)
Health-related tasks
Support with approved health tasks as part of the care plan
Instrumental Activities of Daily Living (IADLs)
Help with everyday tasks:
• Shopping
• Cooking
• Laundry
• Taking medications (self-administered)
• Observation and redirection of behavior
Support to help the person stay safe and successful
How Does the CFSS Agency Model Work?
In the agency model, a provider (like a home care agency) helps manage and support services.
- The agency oversees and supervises care
- There is flexibility in how services are delivered
What Does the Agency Help With?
- Getting services started quickly after approval
- Matching care to the person’s plan and schedule
- Keeping clear communication with families and care teams
- Making sure services are consistent and reliable
Safety and Training Requirements
All CFSS/PCA workers must meet basic program standards:
- Complete a background check
- Pass standardized training and testing
- Meet DHS enrollment and affiliation requirements
